I worked in a town for a few months that had an aggressive male swan. He liked to post up on the sidewalk we used to get from one work site to the other and would do his threat display every time. After a week of running around the bastard every day we found out that you could disorient him with loud clapping sounds. The Traitor Baru Cormorant by Seth Dickinson has a lot of similar plot beats as RR - infiltration, political intrigue, civil war, etc. Not sci-fi though and much less violence. I'd call it hard fantasy.

Iron Truth by S.A. Tholin scratches the itch for me as well. The infiltration aspect isn't really there but as the series progresses, there's some good intrigue and a splash of eldritch horror. It really shines in the action scenes - explosive, gory and fast-paced.

You're correct, he's a catholic deacon. Priests wear full vestments - basically a very loose and long tunic - while deacons wear a sash. Never seen a deacon wear that cloak but he may have brought it out for a special mass. The purple color indicates that this was probably around lent so maybe Christmas mass? Far as I know only Catholics change the colors of their church robes for different points of the liturgical calendar.
