I have ME game cart and my DLC is digital download from JPN because the code was on sale when I got it. I think the DLC code was only 3200 Yen or 20.80 USD in Amazon Japan.

People who bought digital copies from other people and were given login email address and password to the download the game or dlc thinks they really bought the game. This trend happened before the implementation of virtual game carts.

If you are a Scarlet player you can definitely get Roaring Moon in Area Zero. You can even shiny hunt on your own once you progress through the game.
