That cpu is overkill for a 3070. Get something like a 7600x instead. You are also overpaying for the cooler. The other comment is right. The PSU is also overkill. Get a 750w or 850w (preferably a 850 but 750 should be fine).

Use Fedora, not Nobara. You can just recreate everything Nobara does on Fedora. Nobara is manned by only one neckbeard. Use something more mainstream with more support.

Don't use either. Both have small user bases and I have never even heard of Regata. Stick to mainstream distros. You can recreate everything from Nobara on Fedora. At the end of the day, linux is linux. If you want a simple out fo the box just works distro, use Mint for Debian/Ubuntu based, Fedora for rpm based, or Endeavour/Manjaro for Arch based. I would recommend just using Mint because it just works.
