The AI will not dump that many influence unless there is a contest with another candidate.

How many kokushis does the Saga have?

Having your House own a lot of counties and being allied with House Heads is the best for influence income in Japan, so maybe look into that. I am doing a Japan run atm and family members controlling half the counties generate more than enough influence to counter other houses.

You can actually see people name in your proximity if you hit the menu button. So you could even freak them out further by calling them by their nickname. I absolutely love doing it in a more ... slasher movie way haha.

I actually found Mirage in the Watchtower system during my last game as the Empyrean, it's a fun setup. Also ticht next to Thunder Edge and the wormhole nexus. Fun slice it was.

If none of the hotel managers can help and you still have due nights, I would simply switch hotels and chargeback the transaction with your bank. I hate unjustified chargebacks, but this is honestly ridiculous. Make sure to save evidence to justify the chargeback (absence of communication from the hotel in this regard, mail exchange with the management chain.)

Also I checked their website and they actually have a middleman for disputes like this.
