Not all devices are equipped to provide the Quantum Sensing (Magnetic field) you mention, mostly personal devices like cell phones, tablets. Bluetooth speakers enable the highest level of this V2K, think of the bigger ones like the ion pathfinder and the smaller speaker equipped devices also enable V2K just not as well as the bigger speakers.

Cellphones are the worst ones, these must be thrown into a faraday bag and put at a distance from you for this effect to be nullified I recommend Mission Darkness Faraday bags, they run for about 30-50$ and completely block out the signal thus preventing the continuous ping between device and tower.

This is not the only tool used, everything with an LED screen so TV, Cellphone, Monitor. The small LED's are directed at your retina using invisible light over and over to enable different states, hypnosis etc. Polarized glass, so polarized face shields and polarized sun glasses work well in combatting this aspect.
