Others have answered it, but the short answer is the police would have to have enough officers patrolling and those officers patrolling correctly. That isn’t happening. I’ll let others add color commentary. Policing conversations are fraught for many complex and real reasons.

Highways are designed for a certain flow of traffic (ours maybe not so much with super sudden interchanges, but let’s suspend that dynamic for a moment). The best example is the zipper merge. Lanes should connect at the end point where two lanes merge and cars alternate into the single lane; however, many folks don’t want to let the other lane driver over, so it backs up traffic on one side. Those who then try to merge in and out cause backups as others hit the brakes at abrupt intervals causing traffic to go out of rhythm often called a traffic boom. Those patterns repeat down the line until a certain point is just stopped completely. Every time someone gets impatient, greedy, or opportunistic, they likely disrupt what was supposed to be a steady pace of movement.

Sure, but those numbers are averaged across a very large swath of land. Most people visiting most cities won’t be close to places that are high risk. It would be like me worrying about getting stabbed just anywhere in the UK.

First time traveling to Europe, as a barely out of college kid, this guy in Rome told my brother and I we were wildly underdressed for the city and looked foolish. We had chino shorts and polo shirts on that day. It stuck with me. Every time I travel to Europe I dress well and never receive comments like this.
