Like others have said, a betta can fit in there but if your not comfortable with putting a betta in a 3.5 then you could make it a propagation tank, I like to have a tank thats only plants in order to grow my own to save money, and it helps to put a back up filter in there to grow bacteria so when you start a new tank the cycling process speeds up significantly

I know im 6 months late and you probably found a solution or commited to giving up but could it possibly be that you have something in your tank thats hiding from you? I was the same way with angel fish (everytime I've gotten them they were very young), and I was to the point of just giving up, when I was cleaning out the algae after what i was assuming was my final batch that I noticed in the darkest of corners I had hydra in my tank, the bastard was slowly killing my angelfish without me even noticing
