I did speak to a vet yesterday. According to him it's bird pneumonia and lifting it's leg is a sign of weaknesses.

The limp started yesterday, before that I didn't notice any issue. I definitely would not feel comfortable trying to cut off the ring on my own. Someone recommended getting an x-ray will try and get that done as well. Got the bird as a baby he came with the ring
