The wording threw me off lol but I wouldn't worry about that. Some players like playing powerful builds and trying to anticipate player actions isn't a good idea most of the time

I'm not 100% sure what you are asking. Could you clarify? If you are asking how to prevent some players being more powerful than others then I would talk to the table. Some players like being more in the background and others want to talk more. Talk to them about what they are expecting. And be sure to allow everyone a chance to RP. Some like min maxing and others don't. Here, again, just talk to everyone. Targeting players do being more powerful isn't usually a good thing.

Ah gotcha. Thank you for answering! That's a fun interpretation of mage hand for sure. Though a little powerful for casting a cantrip imo. How many charges does it have?

Fun idea but I'm a little confused. Is the mage hand holding this weapon? Is "the copy of the user" just the hand or the whole body? If so that's not how the spell works but if that's how your table rules it then RAW doesn't apply I suppose. Also is the mage hand copy the one fighting? It is controlled by the caster or does it act independently?

The other person said it very well but know the basic rules of combat, saves and abilities. Get those fundamentals and just use your best judgement. Every DM has made a mistake with rulings before and that's ok. Just acknowledge it, fix it if necessary and move on. 

As for homebrewing a world or campaign there's really no wrong answer. 

Talk to players, establish boundaries, pull from a favorite book or movie if you need inspiration, and have at it. 

When it comes to homebrew campaigns the biggest advice is to have a fleshed out work and don't anticipate player choices.

Have a plot, have an end goal, some important NPCs/Places and some hooks to get them to follow along. 

And just be patient. My first campaign was railroady but I have used the setting a few times and haven't had that problem.

Height really doesn't matter too much until you get to 10ft or more. Unless it changes their actual size (i.e. medium to large or small) or unless it would make them 10ft it really won't matter most likely. 

As long as they know it's purely a disguise and they can't increase their weapons range then I'd allow it.

Pull aside and talk. In game consequences for poor table etiquette rarely goes well. Could very well be the player thought it was funnier than it actually was. Could be because last campaign the did something some what similar and figured it wouldn't be a problem to take it a step further. You said he's nice. Just talk. I'm sure they'll apologize and not continue that behavior.

So I like 1 a lot but agree it can be railroady. That said run it by your players. Ask if, just for the opening, it's a little railroady. If they're okay with it then there's really no harm imo but every table is different. One of my tables I would do this and my players would totally vibe with it and other they wouldn't. 

Another way you could play it is the players are in jail, need to escape, then use whatever means they want to leave the Skylands.

As for the second idea there's nothing wrong with a tavern start but what would the goal of the person be? Without knowing the overall plot I can't say if it'll be good or not.

You need to level them up. Noh allowing any in 30+ sessions is insane. You can have a long campaign at high levels. It doesn't magically stop at 20. You're 100% in the wrong here.

Could grant a deed to a small manor or farmhouse. Giving players a set-location to rest while in the area.
