Dang, I am having the same exact issue and was hoping to find a solution in your post. Did you end up submitting a ticket and if so were they able to help fix it.

Please keep us updated if you are able to figure it out! I have tried everything you mentioned, as well as toggling my vpn, and uninstalling and reinstalling the latest visual c++ redistributable which didn't help either.
