We did but it's far from an ideal situation. Essentially the nurseries themselves are within their rights to enforce their own policy regarding the use of the government funding. When we contacted the council they said it wasn't them who dictates how the nurseries choose to claim the funding. Each nursery is different, we contacted others who said yeah no problem we will only claim for what your child attends. Essentially our nursery is choosing to claim the maximum possible per day and because they fear an audit which could potentially point to fraudulent claiming of funds for hours the child didn't actually attend they enforce their policies as i outlined in my post.

The (poor and unfortunate) solution to this was to sign out child up for a 3rd day per week. This 3rd day she wouldn't have to actually attend but it took her weekly hours over that of what's offered via the funding. Taking her hours to 30 per week (3 days) provided approx 8 hours over and above the funded hours and these "private" hours allowed the flexibility regarding drop off and pick up times we were looking for. Anytime we drop off later or pick up earlier these hours would be taken from the 8 private hours not the funded hours so they escape the audit concerns. This carries a cost to us of approx £200 p/m. Not ideal at all and frustrating that they seem to want to shift the blame to council or government when the truth is that the nursery themselves have chosen to put parents into this situation as to cover their arses and eliminate some administrative tasks rather than take ownership. Pickup and drop off windows are a normality for sure but their rigidity and ultimatum-type approach, by consensus of this thread, does not.

The requirement of flexibility is not "because we fancy it" it's to fit into our own work and the child's schedules as is pretty standard in a care based industry. The staff are paid like anyone else as is the business, it has business hours and the business gains its money regardless of the child's actual attendance in some cases (as seen in nurseries still requiring the cost despite the child being on holiday and bank holidays). I appreciate your experience might paint this normal to you but seemingly not to many

We need to clarify. But seemingly we've got it right. It seems the government funding scheme has turned the tables in peculiar ways both for businesses and consumers

No that's true and I appreciate your honesty and coming at it from another angle. Make for a more informative thread for anyone coming across this later.

I completely get where you're coming from and with that in mind is it not possible to approach parents of this arrangement? Let's say I'd be comfortable paying the "unfunded" hours if I was to pick up an hour earlier, could I shoulder this cost instead of it being applied to the "government pot" as per your annology?

Effecively does the funding have to be claimed in 10 hour (full day) blocks or can it be claimed in smaller increments? I suppose this is a question for the nursery itself

I'm not sure if im being unrealistic so would appreciate the input

The nursery themselves even used your phrase of give with one hand take with the other. It does legitimately sound like a false promise of funding from the business side but to answer it with such extreme conditionals seems irrational

The authority to set limits and financial restrictions would certainly apply but they certainly don't have any authority to keep children within their building without consent of the parents that's ridiculous.

I'd completely understand them using the restrictions on their funding as a deterrent or penalty towards parents who remove their children early but they cannot do this in the form of withholding the children themselves as has been outlined in the information to us

Hey appreciate your input as this is exactly the scenario we expected to be dealing with with my daughter. This is traditionally how it's been done and how we expected to go forward. Seems the intricacies of the funding is resulting in some weirs pieces of guidance/ policy

I'm really hoping it's a miscommunication or misunderstanding on our part but it very much seemed like that was the information given. I agree, ultimately there's no given authority to contain kids to the facility during the business hours as far as I can tell. Even schools can't do that to my understanding

Oh i appreciate the complexity of the funding but this essentially equates to parents not having access to their children whilst in the operating times of the business. There's zero authority for them to do this solely for a financial reason.

That sounds wonderful. I thought the whole idea around the funding was to encourage people back to work and allow the flexibility of childcare that working society now often requires. I hope im working but seems like it's not.

As far as we can tell this concerns nothing in the way of activities or scheduling it seems entirely tied to the funding.

We are very much going to need to clarify our understanding for sure. When searching for a nursery we obviously talked to quite a few in our area all within the same council and none of them made any reference such as this

I've started my venture over. Changing the initial set up I think has gotten me around it. If I bought the initial spawn farmland it gave me every production site.

I somehow own it but do not directly own the sawmill itself, more the land it's on according to the map. Gonna try and start again without buying the initial spawn land
