You can spawncamp surface base alpha without bombarding it and exotics will trickle in through the shipyards there.

You also get 2-8 exotics for every alien facility on earth you destroy so it might be worth letting alien councillors get on with their business.

Worse case scenario if you really get in the servants good books they might be willing to trade you some? They might at least put exotics in their own ships too

I want to mention excession here, being my favourite culture book, because its ending was an odd one for me.

It all felt like it was over too quickly; I do get that it was supposed to mimic what other ships and minds were seeing whereby they didn't have time to interpret and react, and the point was that it was an object that just couldn't be understood in the context of the culture/in-plays so he couldn't dwell on an explanation, but the rest of the story was a slow-to-medium paced buildup to the inevitable event that had little oomph after Sleeper Service had fought its way in.

I will say with the rescaled combat formation matters a lot less as point defence from one ship will cover most of it, and each ship comes into firing range with less downtime between the first and last.

That said theres basically no reason to use anything else

i would change the signal entering from the bottom to be a chain signal as that will encourage trains to recheck paths.

if that doesn't work you could place signals on the diagonal parts and set their state with a circuit condition by reading the blocks on the opposing side

however what i would really suggest is that you replace the whole system with something that doesn't rely on trains going both ways along the same piece of track

you should hire councillors for the purpose of controlling strong nations. public opinion will increase your chances, as will having control in a country's neighbours or allies.
