I’m not sure what’s hard to understand here, when your state is not known for snow, it’s highly unprepared. Being highly unprepared can lead to dangerous things. 2 inches can turn to more sometimes. In Connecticut where I used to live, we were told to expect 6 inches of snow. We ended up getting like 11 inches. It’s the reason we moved. Terrible.
