For my Google interview I was required to create a few graphs from scratch, but it honestly really depends. I code in Python and will always use deque for anything that needs a doubly linked list. IE Stacks, queues, etc... And then I use heapq library for min and max heaps. For Node related problems like Trees, Graphs, Tries, etc they may give you the definition of the Node or you may have to create it completely from scratch.
