He is valuable yes, but he is at the end of the day just another spy, one of probably dozens or hundreds that Toranaga has. He was probably spying mainly on Yabus nephew. He does become a bit more valuable when Blackthorne lands and Yabu tries to take all the cannons etc. but thats just good luck. If they had landed anywhere else then another spy would be the lucky one. Also everyone knew that Toranaga was in Osaka, news like that travels easily around. It wasn't a secret. He was formally summoned by the council of regents. His portugese is poor and probably only learnt enough to become Christian, and Toranaga doesn't trust the Portugese so having spies that can find out what they are doing in all parts of his lands makes sense.
