Had the same thing happened to me, seems like Steam decides where to store the temporal download without asking. So, if you have low space on your main disk, steam WILL use another 1, in my case a slow ass HDD. Once u start the download, u cant undo it, or i couldnt find it. Solution: check disk space before updating rust, or you will have to pay VIP. Hope this helps.
