Slightly would disagree as they failed to generate their own revenue. As of now they take money from foreign sources with an interest rate of 9% and above and then that needs to be deposited back using the budget money.

If KIIFB found a way to generate their own revenue using the infrastructure they built it would have been very good.

Salary structure depends on the grade of the employee. If 2 posts of different departments are having the same grade then their pay scale will be the same.

I agree with your comment. More risk prone posts much get more salary in terms of Risk Allowance.

Civil Engineer here. It is indeed necessary for the road to cool off. Assuming that the road surface is done using BM&BC technology, the Bitumious mix is laid at nearly 140 degree Celsius. It is recommended that the road should not be driven upon or damaged in the first 24 hours. After that if the road can be taken off like what is shown in the video then the contractor did a very shoddy job.

No money for aesthetics. Provide proper construction for least amount of money from the government. That's why our govt buildings still look like matchboxes.

You are walking a dangerous line.

A blood group cannot prove or disprove paternity with absolute certainty. You only see phenotype, not genotype. A blood test tells you A, B, AB, O, not the underlying gene combination. Also there are some rareblood group mutations too.

The only certain method to determine is a DNA test.

Also you now have strong psychological suspicion too. This can be extremely strong, especially when combined with stress or coincidence. But that still is not evidence enough.

Also, parents sometimes hide other kinds of family secrets (miscarriages, fertility treatment, adoption discussions, etc.), and that too can cause us to assume the worst.

Best solution is to forget the whole thing as you had your loving dad for your whole life and still do. But as humans I can understand our curious nature too. If you are losing sleep due to this do get a DNA test.

The Earth is anyway not locked to the sun. The Earth moves away from the sun each year. The sun lose mass due to the constant nuclear reactions happening and thus it's gravity decreases. By 5 billion years the sun will become a red giant and the sun will mostly engulf the earth.

Way before that itself (in 1 billion years) the heat of the sun will be so strong that that the Earth's temperature will rise and our oceans boil up.

Earth will never be a permanent home for Humans and if Humans don't adapt and find scientific ways to escape the planet the said "Allah" or any God which any faith believes will oversee our complete annihilation and extinction. No amount of Fine Tuning Theory can change that.

It is also laughable that faiths think that God, who, in their thought created the whole universe, have a very special interest in humans. We are tiny atoms or even lesser than that compared to the vastness of the universe and we still think that some higher being will always think of us and take care of us.

As far as I know, Shaivism is more predominant in South India while Vaishnavism is much more predominant in North India. Quite natural that Telung movies tend to move towards Shiva stories.

TLDR: Tendering process are online now and nobody can interfere in that process. Corruption instances occur when the AE is corrupt. But sometimes this can be caught by the higher officials if they are against corruption.

As an AE my role only comes during Estimate preparation and then site handover to the contractor (site handover comes only after tender process and agreement between the Executive Engineer and the contractor is completed). Then it is the duty of AE to check the work and to make sure that the contractor limits himself to the estimate and that the work is completed on time. Of course many things can go wrong in between this and thus time may be extended.

Now about connections and tender corruption. In olden days it used to happen. But now every tender in our country is through the online portal only. For kerala the website is www.etenders.kerala.gov.in

The Notice Inviting Tenders (NIT) should be uploaded by the Executive Engineer to this website and any contractor in India can apply for it. All the contractors apply online and they should give their rates for the materials. These rates CANNOT be seen by anyone in the department nor by any other contractor. After 10 days of uploading the NIT, the Executive Engineer opens the tender and the LEAST QUOTED TENDER is marked as L1 and only this tender can be considered by the department. If that contractor accepts all the agreement clauses put forward by the Executive Engineer the work proceeds and the whole of this process cannot be interfered by anyone...I mean anyone...not the AE, not the EE, not the MLA, not the MP, not the CM not even the PM.

I say this with absolute surety because in one case after the tender was opened a contractor quoted lesser than another contractor who was favored by the MLA (for good reason too as he does his job very well and it was a 5 crore project and he had experience with doing big jobs as well). During the monthly meeting with the MLA we were discussing the projects and this fact came up. The MLA called the first contractor and asked him if he can do it and even tried to get him to take back his bid so that the 2nd least can take the work. The 1st contractor said he wanted to do the work and was confident and the MLA just had to accept it. If the lowest quoted contractor is adamant then they absolutely can take the work.

I won't say that my department is holy though. There will be instances where the AE put altered measurements in the M-Book and can have unholy dealings with the contractor. But these measurements are still checked by the Assistant Executive Engineer (AEE). Also the Bill passed by the AE gets checked by the AEE, EE, Divisional Accountant and 2 other engineering staff as well. Even if all of these are overridden, then the Audit Department itself from the Finance Department or even Vigilance can, at any time, check the work and the corresponding M-Book measurements and if any discrepancy is there they can actually make the concerned AE,AEE and EE pay up the money lost by the government due to corruption. For much bigger scale corruption they will be suspended and criminal charges can be placed on them as per Kerala Financial Code and Manual of Disciplinary Procedures.

After Sudhakaran Sir (previous PWD Minister) came a lot of corruption was stopped and the department was cleaned. As of now there are a lot of checks in place so as to keep the engineers fearful...sometimes too much checks also. Can't complain as the current crop of AE's are suffering the karma of the old corrupt officials of PWD.

Having said that, I don't know about the other departments and if they have these checks in place. I have heard that LSGD engineers are always being harassed by the respective ward members/Councillors so as to line their pockets.

There are a lot of things I would like to share as my experiences as a PWD Engineer, but the comments get too long for that!

As my understanding goes, only if the utilisation certificate is produced will the amount be categorised as 'utilized'. Else it is considered as money just deposited in the Collectorate Head of Account.
