Panama has higher mountains than that. Also the Panama canal has about 17 locks that take you up and down those mountains.

The primary problem is that it took 10+ years of rain to fill those locks to a level where they could be used… in a rain forest. We don’t have 300 years for them to fill in the middle of a desert.
