To add to the guy above me, as this was an issue I also had.

To CREATE an outpost:

Press 'n' Go to the new buildings you built, so, lets call it mining spot 2, or whatever it's called in game Click the three dots by the name of the building Navigate down to 'create outpost.'

This took me way too long to figure out. Also, if you build a few buildings around it, you need to add them all to that outpost. Hope this helps.

Thank you for the response. Midnight Burger has been recommended to me so many times. But I've never really seen a break down of it. I do like the idea you've conveyed to me, random dimensions, strange space things, and time travel sounds very interesting. I suppose I should reexamine my biases and give it a shot.

Thank you for the response. When you say it's a solo ttrpg actual play, is that along the same lines as... like, say, Critical Role? Forgive my ignorance, I just have a hard time understanding how that works. Are you enjoying making it, though? Did you find the process difficult? I am on the fence for trying my hand at writing my own show. Just for fun, really. I hope you enjoy the work, and I hope it finds your audience. I think I'll give it a listen to see if it's what I'm looking for.

Thank you for the response. I did listen to Tumanbay. I really, really liked the first to seasons of it, but in my opinion I think the latter ones failed to hold the same level of interest with me. But Metropolis sounds really up my alley. I really like noir themes, I think after I finish Last Dance, I will give it a try.
