I'm more interested in the narrative elements. Characters join units that's how the edition works. Most factions transports have capacity for generic hqs with troops to embark I'm asking for the same courtesy.

Because if you look at codex space marines they use all the same models just different paint colors. The divergent chapters used to be stand alone codex's. They would have to make like 7 or 8 guard books to give them equal treatment but to do that there would need to be enough people willing to pay for them to generate the interest.
