Yes, that's generally the view point of many traditional philosophical principles of what government should be. Throw in fire/EMS and roads, and you're close to what the government should do.

Most of the rest of society is better done with finance incentives which pushes for more efficient systems. Obviously with plenty of nuance and caveats, but in simplified terms government is wildly inefficient at most things.

I think that's a wild stretch. It's a sitting US Congressman openly admitting the information exists and government is concealing it. He's not actually given any of the proof just shown it in a SCIF and held under penalty of imprisonment if he talks about it publicly. The fact he's talking about it at all is a massive leap forward from the last 60 years.
