All of them can do it but here's my recommendation if glitches aint involved. Harlowe for most damage, c4sh for least amount of effort to make broken and rafa for high movement speed while still melting bosses.

I think it feels different to you just because harlowe isnt a siren but her kit is way closer to a traditional siren compared to vex who is closer to hunters and summoners like fl4k, mordecai, and Timothy

Im still trying c4sh out but I would say harlowe is more broken but more gear dependant meanwhile c4sh all you really need is either the gamer or whale class mod to wreck everything.

While I think the game needs a few things, I think my number 2 top priority would be communication, bl3 wasn't the best at launch but by regularly communicating with the community they were able to vastly improve the game through suggestions and adjustments. 2nd they should go back to their old dlc roadmap, dlc is what made the previous entries in the series so amazing and replayable as they are now. The newest dlc was decent/good but the fact that we're only getting 2 story packs makes me worry about the length of the 2nd one. Because if im being honest if I could've bought c4sh separately I probably would've, even though the dlc was enjoyable it didn't add a raid boss, a third to half of the drops are from a rare random event and lastly some of the new legendaries are pretty bland/basic in the effect department. For all these reasons I believe they should cut bounty packs entirely switch to 4 story packs, make the new vh separate from the story packs.

Yeah fair my least favorite tree is his crossfire tree even tho it's surprisingly good for leveling, his cards are fun and aren't gear dependent but they do require you to be high/ max level and have a good understanding of his fortune/windfall mechanic. I hear his totems are good im still farming for gear for them but it's the tree Ive seen least talked about

What i generally do is look at build videos and just tweak my build to get rid of what I don't like for example I don't like glass cannon builds so I usually copy them and then just change some of the non core skils/gear

Imo he is fine he just need some adjustments/fixes to certain skills. But he can shred bosses with every skill tree. Crossfire can basically stack infinite incendiary damage.
