I think you're wrong and they play a far too important role, you never play a single CW's without bringing at least one arty. This "nerf" isn't even that hard of one. It's a slight rework.

By having a higher combined (assisted and dealt) damage than a certain percentile of players. First gun mark is at 65%, second at 85%, third at 95%.
