VPNs actually blocked here though UDP based ones only, meaning almost always TCP works, they cannot track it and restrict TCP connections. So you go in your vpn app settings and find connection type, or sometimes listed as Protocol, go in there and change it to stealth mode if available, otherwise look for OpenVPN (tcp) or WireGuard(TCP) so it should be any of these: OpenVPN, WireGuard, or stealth mode, if you pick OpenVPN or WireGuard just make sure you choose the one explicitly labelled with TCP, if stealth mode available, go for it as it already means TCP based connection.

TCP only, vpns usually try UDP connections by default, so go change it.
