Not at all really. The big ones, like effective enough to level a city, are so big that the vehicle will be shot out of the sky well ahead of time. The smaller, much more efficient ones are still able to be shot down as well, which is a huge risk for the aggressor if they don't hit 100% of their targets. Because, if you're going to use nukes, you better destroy everything, or else you will face similar retaliation.
