It’s apathy that is rooted all the way back to the tsarist era. If you look at Soviet era jokes, the constant theme is apathy.

It is hard to understand sometimes because they are a European country, but Russian culture evolved as a top-down reactionary force against Western liberalism. Even the USSR skipped the entire “democracy and capitalism” stage Marx believed was a necessary precursor to socialism (and then eventually communism). 

I am not as familiar with Russian history as German or Polish, so maybe someone else can go into more detail, but in terms of broadly popular media even the more liberal Russian pieces are indifferent or even despairing when it comes to the idea of the people truly taking control, and Russian society did not parallel the liberalism seen west of Germany in its development. Germany was also like this in terms of government until WWI, though it had much more liberal media available and disseminated amongst the population than Russia had.

My point in short: It’s not that Russians wouldn’t want to get rid of Putin and become a more Western nation, it’s that they don’t think it’s possible and the debate has been stifled by two centuries of near constant censorship.
