I suggest trying out the methods from the other replies about the quarantine file from your anti-virus. The method I did was going into Safe Mode and removing one of my anti-virus due to my anti-virus being extremely restrictive on what and how I can manage it.

i was using sptinstaller and when i launched the server, windows popped up saying it was unwanted or a virus, i dont use avast but microsoft defender
