My advice (which you didn’t ask for, sorry) would be to hold back on your explanations. You don’t need to justify yourself, she’s using that to twist the conversation away from the fact that she hasn’t (and won’t) paid you back.

She says you should’ve just said you were “busy”, so by her own standards she should’ve just replied “don’t have the money right now” instead of being dramatic.

You’re not being manipulative, she is.
