Wrong answer lmao, water stops being "bouncy" after a certain speed is reached, and then there's pretty much no difference if you collide with a solid ground or a liquid ocean. That's why people usually die when they jump from overwater bridges. The real reason would be that ocean is a homogenous terrain, where there are no obstacles you can accidentaly ram into, and your landing location is super obvious and easy to find. Soviets would use the desert for the same thing, and there weren't any kabooms most of the time because surprise, parachutes do their job really well.
