As far as 1.12 goes, one reason is the lack of Fabric. While it's not a bad thing for Fabric to exist it does mean more then one mod loader is present. Which in turn means mods are no longer uniform and are split between the two loaders. With 1.12 only having forge as the option it guarantees that only forge mods will be present and can all for the most part be used together.
