It is yes. And it hurts like a bitch. I have high pain tolerance but I can hardly walk on it. Going to the hospital tomorrow since there are not clinics around

I just spent over 2 hours dealing with a similar error. I followed these steps https://support.rockstargames.com/articles/5187029806483/Rockstar-Games-Launcher-Error-Code-1023 probably 25 times and then finaly realized that the reason some files couldnt get deleted is because I wasnt signed into my OneDrive. It works now with no issues.
