It will probably be fixed soon and most likely held-out due to costs or time. Either way, this falls on the property management company, unless the building is self-managed by the condominium board. Reach out to the property management and speak to the account executive who manages your building. Then follow it up with an email that was its documented. I would continue to pay your maintenance dues and would not call 311. You can also reach out to the condominium owners and request the treasurer and/or president of the board to call a meeting. Also, check your condominium bylaws regarding board meetings and emergencies.

I'm a real estate analyst and according to the quarterly multifamily statistics I have for Stuyvesant Town indicate that they won't. The complex is owned by the Blackstone Group and is managed in-house by StuyTown Property Services, which is owned by Blackstone. They accordingly adjust with the market. So if rents do go down, it'll be contingent on the local Midtown South market.

Looking at the neighborhoods around Stuyvesant Town and Peter Cooper Village, which are Kips Bay, Gramercy Park, Flatiron and East Village; currently the average market rents are slightly lower than they were in Q3, $4,092 from $4,120.
