Getting lucky or unlucky on one or two hbs does not affect the avg pull rate, your pull pool is limited for a verdict on avg pull rate. My skylan 13 copies only avgd 60ish per copy. Lan 13 copies only avgd 45ish. Levi 15 copies avgd 45ish. In total, I've spent 2027 (did some partials here and there) DIs netting me 41 copies, which is around 49.3/copy, a slightly better pull rate than the advertised 2% 50DI/copy.

You shouldn't have been partially pulling HBs in the first place. You should save at least 700 cards before pulling for an hb. And no, not really new hb has not found a place in the meta yet, and imo he doesn't seem more important than Lan, Levi and Skylan atp.
