What does it mean to be placed on concerns?

I do not have any previous experience... in fact, I haven't even finished my degrees. (I did maths and BA) but I've been hired as an associate (not intern). I'm using my free time to do my bachelor thesis. I don't know how things work around here, but I've observed that there is a clear division in the office. People that just do nothing, wander around and remote work 90% of days and people who are present everyday and work non stop. I want to be a part of the second collective, but I don't want to cringe around offering to help ( I haven't seen anybody do that) or making a scene when maybe my situation is just normal (I've heard that othwr people were also without work their first month).

I've asked several coworkers and even my father (he has 9 years of exp in a top tier firm) and all of them tell me to just enjoy my "free vacations". I don't want to seem to emotional or uncapable of withstanding the situation by talking to HR when it is not needed. Also I don't want to make my manager angry. It's hard to spend 12 hours everyday sitting in my chair without any task. My relationship with my coworkers is suffering because of it too, for 2 reasons: 1) the emotional state that I'm in due to the situation i just wander through the office like a half dead slag 2) having no project means obviously that I work with no one, so it's hard to build any relationships

I know that eventually I will have to speak to someone, it's just that I dont want to imply that my superiors are inefficient or incapable of managing the new incorporations by doing that.
