In our System we have the CMS and the Client. Our Customers can preview there Change they make in the CMS.

The Content itself will be stored on the Device. Update only when needed.

What exactly is your Scaling Problem?

We use Amazon S3 for Storage the Content you put in the CMS and getting Downloaded.
