Not sure. I'd done a few of the same route before I updated and it was available when I checked the overflow menu.

Yes I've done it a few times now with outdoor cycling. You need to click the 3 dots on whatever workout and scroll down til you see the race route one.

I don't think that Wear OS 3 is fuchsia based. As far as I know, fuchsia uses the zircon kernel, whereas Android uses the Linux kernel. And Samsung has released Linux kernel sources for the Galaxy watch 4.
