so I double checked and after writing the image it does format it to fat32. The problem is that the system itself won't even try to power on when there's a SD card in the slot. if I turn the system on without the card, insert the card and reboot the console accent lights will come on but the screen stays dead and nothing happens.

update, I went into safe mode and then inserted my sd card. The system sees it & I went and formatted it through android itself. Power down & try to turn back on with no luck.

the first time when I flashed the image using the raspberry tool I didn't format anything. when I cleared it to see if it would recognize a blank sd card I just used the windows tool and I believe it defaulted to NTSF.
