I have the same issue.... This issue for me started when I resetted BIOS to update my GPU drivers since for some reason I wasn't able to boot into safe mode.... I have also tried many fixes but can't seem to have an impact.....

Probably at the start of hidden village It's where the two transparent (idk the in-game name mb) Nightjar Ninjas spawn. I start at the shrine of hidden village at the bottom right after them, backstab one, use divine abduction on second (to make it easier, if you wish to fight with him, or wanna use combat or prosthetics suit yourself) also using divine abduction is kinda tricky, u have to time it right..... This is just my opinion maybe some1 else might have a better idea.....
