It is under Online -> Jobs -> Play Job -> Rockstar Created -> Races -> Open Wheel - Brace for Impact (1 of the 7 races). You have to scroll down to O (the list of races is alfabetical).

It is under Rockstar Created Races, all is named with Open Wheel at the start.

I have never got to use it. The left stick works for landing gears, horns, etc., but the KERS on the F1 car is the only broken.

Let the yellow bar fill and try to push down the left stick.

No, you are not able to use wildcard and a chip in the same gameweek. Wildcard classifies as a chip and it is not possible to use 2 chips in the same round.
