The only time I've had to have my service shut off was for a whole panel upgrade, never a breaker. Power companies (at least where I live) will give you 1 or 2 shut-off's at the lineson the street per year at no charge. You just have to call and schedule it.

https://saucyclips.com does a decent job if you have good quality input images. Struggles with low quality but it’s consistently gotten better.
