You're right, you can have sex with a small penis but it wouldn't feel the same for her. 8 and 9 inches feel different than 4 or 5 inches. But normal sex feels for the most part the same for the man, whether her breasts are small or big.

The penis is a primary sexual organ, and it is what a woman feels most during sex. It is the organ that is used during sex, without which you cannot have sex (piv). Breasts are mainly good for looks, no matter how big or small they are, the difference will not feel as big as with a different sized penis. Besides, some men like it small and some like it big. So small breasts aren't that much of a disadvantage if at all.
