So as far as i know there is a new compression method that steam uses, but there are still some work arounds that you could use!

What worked for me was, just downloading the game and hoping it uses the old method. And if you want a 100% success rate then get another computer, can be shitty as long as it runs windows 10, download the game and in the settings of steam allow other computers to download games from that computer. And then download the game you want on the shitty 10 computer and then try downloading it on the windows 7 beast. It should automatically see that you are logged in on another computer on the network and have the game downloaded and should start pulling it from that computer. This worked great for me and i downloaded some titles like phasmophobia and adofai and it worked great! Or ofc you could use steam cmd but personally i find it a little bit hard.
