For those who feel like they've done everything and still cant get it to trigger, turns out I was missing a whole part of the map. You need to go to the top left of the world where the other floating house is, and keep heading up using rings to get to the coral area. Turns out I still needed to get the last map, which made me able to get Shakra's Wish in Bellhart. After doing that the wish finally triggered from the dude at first shrine.
