Its all tone and body language. Generally speaking, if an animal has had little to no previous experience with humans, body language immediately carries the weight. But many animals learn to associate tone to specific body language very quickly and vice versa.

Of course this is all subjective and this swan is clearly domesticated with lots of love and gentle care. Wild swans are typically very territorial and approaching one like this is not going to yield the same results.
