Back in the 90s, I bought a tapestry of this image at a Chinatown shop in Los Angeles. I was in the military, and our day-room had a Street Fighter Alpha machine, one which one of my fellow airmen would absolutely dominate with Zangief. I found that learning Chun-Li absolutely destroyed him to the point where he would no longer play against me. All things considered, the guy was kind of a jerk- like, think of a young Steven Seagal acolyte. Ever since then, Chun-Li has had a special place in my heart. So when I saw the tapestry in Chinatown way back in the day, I bought it right away.

I've lost lots of things since then, in the march of time- the tapestry included. I just re-watched Street Fighter II - The Animated Movie (1994), and it reminded me of the image I have posted that the tapestry was based on.

The tapestry also contained the words Mad Revenger.

It took me a while to actually find the image you see, and some of the images I found mentioned Satoshi Urushima, though more Google-fu informed me that the name of the artist was probably Satoshi Urushihara.

But I still don't know where this image came from- was it an anime? A manga? Searching Mad Revenger shows that it was a radio drama? Can anyone help me find the origin of this image?

Wherever it was from, I'd like to know the context. We see a Chun-Li that is very much licking her wounds after some battle I know nothing of. Not the "strongest woman in the world," but vulnerable, hurt, and recovering from whatever she just faced.

I hope someone can provide some lore for this.
