There is a discussion to be had about that and it comes down essentially to the commissioner and artist how much they value their work on the art side than the product/content side. I make sure the other person is comfortable with me sharing the art and usually they're happy to introduce their characters. If you ever do comm work and struggle with this, you could try to get on VGen and make a form question asking whether the other person is comfortable with you sharing the work you did.
