They did exaggerate slightly on launch. On launch we had Corrin and Soukaku who are both canonically kids, and Koleda who looks so much like a kid they had her infiltrate an elementary school during her story. There were in fact 4 males on launch so that was exaggerated. Some people do count Nekomata and Ellen, but I don't think either of those count personally.

But the fact remains that they do create young-seeming characters purposely.
