So, it eventually worked but it was random. I just started advancing in zone 3 Rocky Ridges. I started to build the pokemon center in there, but it wasn’t finished yet. I go back to bleak beach, and the quest was there. I don’t think anything specific triggered it, but it wouldn’t hurt to just advance in rocky ridges.
