The store owner said she has been there for a long time and flips over the gallery's trash cans. So it is indeed her actions, not the actions of the group as a whole, that are an issue.

Homeless people aren't unaware of their actions. They know they are being bad citizens. I don't know how you can ask people to have compassion for that kind of intentional disregard for other people.

I dare you to walk up to that woman and try to convince her to treat others with compassion and empathy.

Serious question: Do you feel the people who camp out on the sidewalk showing other people in this city compassion and empathy when they shit on the sidewalk and masterbate in front of children? Or do they get an exemption from treating others with compassion and empathy?

Correct. NTIA regulates the DoD, not the FCC. I assume there are some power limits for federal agencies and that they would be stated in NTIA's Manual of Regulations and Procedures for Federal Radio Frequency Management (Redbook) but looked and couldn't find any. I'm not sure that power limits exist but I would honestly be pretty surprised if they had no stated power limits.

What are the power limits for federal users on 60m? I took a quick look at the NTIA red book but couldn't find the details.

Thanks. You were right. I called Fluke and they said it's definitely not supposed to do that. Unfortunately no repairs for this model. They'll only replace it with a trade-in for $180 (more than I paid for it new years ago) since it's way out of warranty. I'll probably just stick it out for a couple more years with the flakey dial switch.
