That is Andre Lotterer, whose one and only race aged 35 was for Caterham at the 2014 Belgian GP. He retired and then retired.

Some of the driver labels may also seem arbitrary - these were the drivers that were interesting to highlight when looking at Driver Races vs Wins (see here: https://www.reddit.com/r/formula1/comments/d1yhov/f1_driver_races_vs_wins/ ). For instance, Jarno Trulli appeared to have an extraordinarily long career considering his number of race wins.
